Pick up a bag of parts near the dock entrance automatically when you run over them. Read their inscription in your inventory. Travel to Algan Timmizer in the Baubleshire and give him his bag. Algan can be found on a ridge along the right path from the docks near the SE waterfall behind a tree and a bench

Kill one of the fire elemental forgotten guardians in the Keep inside the Forest Ruins. You can get away with doing a green or blue one solo at about level 10 if you get one near the entrance, but you probably want to just get a group and stack this with the Fight the Forgotten Guardians quest.
