Right-click on the books next to either of the merchants at the entrance to the zone to get quest.
1. Kill a bloodsaber meddler to get a note.
2. Examine the note.
3. Speak to Gornit Penwiggle in the Baubleshire tavern.
4. Speak to Proprietor Blaggard in Starcrest Communes tavern.
5. Speak to Constable Aruthar in Nettleville Hovel (to the side of the armory)
6. Kill a fallen noble in The Down Below.
This is Access Quests as a reward you will get Entrance to Crows Resting Place

and:Was happening in through near pt 14 on the map came across a half dozen rabid pack rats, never have seen them before never seen them since. (by Akula)
There are rabid rats during night-time hours in this section of the Down Below, usually five or six at a time all grouped together. Usually a group of four to six at a time. (by Mystirica, Level 13, Kithicor )

This quest is triggered by examining a coffin in the Down Below. You have to find 6 missing bones on skeletons in Down Below. They are quest items droped by Bloodsaber Meddler and a Bloodsaber Initiate.
Go to the shrine area, marked as location 20, coordinates 7, -138. The reward is 56cp.

Fippy Darkpaw he is in Crows Resting Place Quest: The Stout Merchant Manifest (14lvl) C add / see comments | submit help info
1. Talk to Penwiggle in the Baubleshire tavern.
2. Talk to Proprietor Blagard in Starcrest Commune inn.
3. (damn bugs) Bar in Grayston is bugged, but you can get him by standing in the side entrance as the barbarian you need is immediately to your right and can be hailed if you dont move too far in).
4. Speak to the bartender on the second floor of the tavern in Qeynos Harbor.
5. Speak to P.T. Ironsides in Irontoes East (the big tavern in the southeast surrounded by horse) in North Qeynos.
6. Return to Fippy. We tried turning the manifest in to Constable Aruthar but the quest wont branch that way
If you stay long enough fippy runs out and his partner attacks you, kill him and he drops a chest with a 2nd stout merchan maifest. Use this one to turn into the constable. Gives you a similiar attunable tunic. Light Armor skill 55, 94 or 97 AC at level 19 , +5 STR, +3 AGI, +12 HP, MP.
You have to be able to get exp from Fippys partner for the chest to drop. He was level 12 double arrow up group single mob (by Crassius, butcherblock)

For Qeynos Catacombs creature catalog quest, you can find the creeper protector in the Down Below, location is: -135, -193. I had a heck of a time finding them, so I think they are on a timer. ( by Eric Jaramillo)

Rotting Vermin can be found here. It is a lvl 9 ^^ mob, linked with two Putrid Vermins. Together they are an lvl 9 heroic encounter. Beware. Rotting Vermin can cast a healing spells on Putrid Vermins. (by Gambit)

I found a note while exploring the catacomes. At first I wasn't particularly interested, but it seems that once I finally opened it, the note contained some information as to a plot. I have decided to take this note to the [Three Towers, Temple of Life, Steel Warriors] guild and speak with the [mages, preists, fighters] about it.
I need to find a mage at the Three Towers interested in the note. * South Qeynos - Amren Talbot I need to find a preist at the Temple of Life interested in the note. * North Qeynos - Priest Ian Turner I need to find a fighter at the Steel Warriors guild interested in the note. * Qeynos Harbor - Sir Aidan Godard Money Reward.
