Loc inside is -1895, -36, -616. Behind the Barkeep Lanice there's 3 barrels. On the floor to the right there's bags. Click on them and there's your flour!

The sword has been confirmed to drop off of human mobs in the Hidden Vale (not Vale of Shattering). Upon examining the sword, you will be offered the quest.
